Discipline Inspection and Supervision Office of the CPC Central Commission for Discipline Inspection (CCDI) and the Internal Bureaux of SASAC

  • General Office (General Office of Party Committee)

    Functions

    It is responsible for the circulation of documents and telegrams, work related to meeting arrangements, confidential documents, document supervision, security and confidentiality, passwords, information, archives, letters and visits, information technology application, and transparency in government affairs of SASAC. It guides information technology application of supervised enterprises, guides and supervises their security and confidentiality, guides and coordinates the work related to letters and visits of supervised enterprises, and coordinates supervised enterprises for the work of maintaining stability.
  • Bureau of Policies, Laws and Regulations

    Functions

    It drafts laws and regulations related to state-owned assets supervision and management, and is responsible for organizing the drafting and reviewing of regulations, normative documents and policy documents and coordinating the work related. It studies and proposes policy suggestions on the institutional and systematic reform and improvement of the state-owned assets supervision and management, and leads the work of improving of intra-party laws and regulations. It leads the work of guiding and supervising local state-owned assets management. It also studies legal issues emerging from the reform and development of state-owned enterprises, guides and promotes the rule of law and legal counsel in state-owned enterprises. It is responsible for the inter-governmental dialogues and negotiations on state-owned enterprises and related coordinating work. It conducts legality review of major decisions of SASAC and undertakes the legal affairs of the Commission.
  • Bureau of Financial Oversight and Operational Evaluation

    Functions

    It is responsible for the statistical analysis of state-owned assets, and the budgets and final accounts for supervised enterprises. It analyzes the economic operation of state-owned enterprises, implements the verification of assets and capital and the write-off of assets losses of supervised enterprises, and guides and appoints chief accountants to perform their duties.
  • Bureau of Enterprise Reform

    Functions

    It studies and proposes policy suggestions for the reform of state-owned enterprises and the reform of authorized operation system of state-owned capital. It guides state-owned enterprises in establishing a modern enterprise system with Chinese characteristics, improves the institutional system that regulates the operation of the boards of directors, and formulates plans for mergers, shareholding reforms, listings, and joint ventures of supervised enterprises. It leads the work in reviewing the articles of association of supervised enterprises, guides and facilitates state-owned enterprises to strengthen enterprise management, guides and advances the separation of social functions shouldered by state-owned enterprises and issues left over from history, and cooperates with relevant departments in staff resettlement in central state-owned enterprises.
  • Bureau of Capital Operation and Returns Management

    Functions

    It improves the state-owned capital operation system for supervised enterprises and guides the business of state-owned capital operation enterprises. It guides supervised enterprises to strengthen management and services for their financial business, organizes and guides the establishment and operation of investment funds, and leads the managerial work related to performing investor’s responsibilities on behalf of SASAC in diversified investment entities. It also organizes supervised enterprises to submit their state-owned capital gains, formulates relevant budget system of state-owned capital operating, undertakes the preparation and execution of state-owned capital budgets and final accounts, organizes and conducts the transfer of a certain percentage of state-owned capital to social security funds, and manages state-owned capital after transfer.
  • Bureau of Comprehensive Supervision

    Functions

    It takes the lead in undertaking the supervision responsibility of state-owned assets, and guides the internal supervision of supervised enterprises. It is responsible for the comprehensive inspection of the implementation of state-owned assets supervision and management rules and regulations, and puts forward policy suggestions for the improvement of rules and regulations. It also guides the construction of the internal control system and comprehensive risk management, organizes compliance management supervision, and guides internal audit and the work of boards of supervisors of supervised enterprises.
  • First Bureau for the Administration of Corporate Executives (Bureau of Board of Directors Affairs)

    Functions

    It studies and formulates the systems and policies related to leadership team-building and the administration of corporate executives in supervised enterprises. It assists in the organization and implementation of leadership team-building and administration of corporate executives within the scope of administrative authority. It also plans as a whole and promotes the building of boards of directors and external directors, and guides the work on personnel, education and training of supervised enterprises.
  • Bureau of Party Building (CPC Committee Organization Department, CPC Committee United Front Work Department)

    Functions

    It is responsible for the Party building of supervised enterprises, studies and puts forward opinions and suggestions on strengthening and improving the work of Party building. It guides supervised enterprises in Party organization building and Party member training and management. It guides supervised enterprises to improve Party conduct, maintain integrity, and combat corruption. It also undertakes the daily work of the Working Committee of Youth League Committee of central state-owned enterprises, leads the work of the Communist Youth League and the youth of supervised enterprises, and guides the labor unions and the work of women, united front and non-Party intellectuals of supervised enterprises.
  • Bureau of Social Responsibility

    Functions

    It studies and puts forward policy suggestions promoting state-owned enterprises to fulfill their social responsibilities. It guides supervised enterprises to fulfill their social responsibilities, urges and guides them in safety production and emergency management, quality management and brand building, energy conservation and eco-environmental protection, rural revitalization and aiding the Xinjiang Uygur Autonomous Region, Tibet Autonomous Region, and Qinghai Province. It also guides and promotes supervised enterprises to reach carbon peak and carbon neutrality goals, etc.
  • Bureau of Personnel

    Functions

    It studies and formulates relevant systems and policies for personnel management of SASAC and units directly under SASAC. It undertakes the work of selecting and appointing officials, their education and training, and wages and welfares as well as the organizational establishment and supervision of officials for SASAC and units directly under SASAC within the scope of administrative authority. It also guides the personnel management of units directly under SASAC.
  • Bureau of Administrative Support (Bureau of Retired Personnel Management)

    Functions

    It guides the Party building work of the working agencies for retired personnel and the administrative support center, studies and puts forward suggestions for strengthening and improving Party building. It undertakes the management of working agencies for retired personnel and the administrative support center. It is responsible for the administration of state-owned assets and financial work of SASAC and affiliated units, and guides and supervises state-owned assets and financial work of industry associations.
  • CPC Committee Inspection Office, SASAC Inspection Panel

    Functions

    Within the scope of administrative authority, it organizes the inspection and supervision for supervised enterprises, affiliated units and industry associations, guides supervised enterprises to conduct inspections, and assists the Office of Inspection Leadership Group of the CPC Central Committee in guiding supervised enterprises to carry out inspections. It undertakes the work of the Office of the Leading Group for Improving Party Conduct, Maintaining Integrity and Combating Corruption of SASAC Party Committee.
  • Bureau of Comprehensive Research

    Functions

    It organizes the study of major theoretical and practical issues of state-owned assets supervision as well as reform and development and Party building of state-owned enterprises. It plans as a whole and analyzes the reform and development of state-owned assets and state-owned enterprises, and puts forward overall policy suggestions with comprehensive studies. It also drafts important documents and reports.
  • Bureau of Planning and Development

    Functions

    It proposes policy recommendations for the strategic adjustment of the layout and structure of state-owned sector, and guides the adjustment of the layout and structure of supervised enterprises. It reviews the development strategies and plans of supervised enterprises, supervises their major investments in China and abroad, guides them in formulating and implementing international business strategy and in implementing national regional coordinated development strategy, and guides and coordinates their cooperation with local governments.
  • Bureau of Property Right Management

    Functions

    It studies and puts forward opinions on the improvement of state-owned property right management, and formulates rules, regulations and measures of state-owned property right management. It is responsible for the property right registration, assignment, transfer, and disposal as well as the approval and filing of assets evaluation projects of supervised enterprises. It reviews the capital changes, equity management and bond issuance plans of supervised enterprises, and supervises and regulates the transactions of state-owned assets of enterprises.
  • Bureau of Performance Evaluation and Remuneration

    Functions

    It improves the systems for supervised enterprises in terms of benchmarking multinationals and companies of the same industry, corporate executive business performance evaluation and enterprise performance evaluation, and conducts annual and tenure assessments of the business performance of corporate executives and the performance of supervised enterprises. It proposes remuneration and incentive measures for corporate executives, organizes the implementation according to assessment results, and standardizes the management of the duties and benefits as well as business expenditures for executives of supervised enterprises. It studies and proposes the guiding opinions on the reform of the income distribution system of state-owned enterprises, regulates the overall payroll distribution of supervised enterprises and employee benefits. It improves the medium and long-term incentive and restraint mechanism for state-owned enterprises, guides and supervises its implementation in supervised enterprises.
  • Bureau of Scientific and Technological Innovation

    Functions

    It organizes and guides the scientific and technological innovation work of supervised enterprises. It puts forward policy suggestions to promote scientific and technological innovation in supervised enterprises, pushes the implementation of an innovation-driven development strategy, guides and promotes the construction of originators of technologies, organizes and makes breakthroughs in key and core technologies, accelerates the transformation, application and promotion of scientific and technological results, facilitates integration of information technology application and industrialization as well as digital transformation, develops strategic emerging industries, enhances the capabilities of the scientific and technological innovation system of supervised enterprises, and drives the development of military-civilian integration.
  • Bureau of Supervision and Accountability

    Functions

    It is responsible for the accountability investigation of supervised enterprises for illegal operation or investment, and the establishment of a supervision and accountability investigation work system. It disposes, oversees, and examines the hand-over problems, and conducts special checks on common problems. It organizes investigations on major losses of state-owned assets, and proposes accountability investigation opinions and suggestions.
  • Second Bureau for the Administration of Corporate Executives

    Functions

    It studies and formulates the systems and policies for the leadership team-building and the administration of corporate executives in supervised enterprises. It facilitates the leadership team-building and administration of corporate executives within the scope of administrative authority, and guides the work on personnel, their supervision, education and training, and retired personnel.
  • Bureau of Publicity (CPC Committee Publicity Department)

    Functions

    It is responsible for the theoretical study, ideological guidance and publicity of the supervised enterprises. It guides the work of supervised enterprises in media and public communications, ideological and political work, corporate culture building and spiritual civilization construction. It is also responsible for external publicity, news and cyberspace administration.
  • Bureau of International Cooperation

    Functions

    It undertakes matters related to the foreign affairs of SASAC and units directly under SASAC, and carries out international exchanges and cooperation. It also undertakes foreign affairs management and services for some industry associations. It is responsible for the foreign affairs in overseas operations of supervised enterprises, and assists in the handling of overseas emergencies and crises.
  • Bureau of Party Building Affairs for Industry Associations and Chambers of Commerce (Bureau of Industry Associations and Chambers of Commerce Affairs)

    Functions

    It guides the Party building work for industry associations and chambers of commerce, studies and puts forward opinions on strengthening and improving Party building work. It guides Party organization building and Party member training and management for industry associations and chambers of commerce. It also examines and approves heads of Party organizations and examines and verifies candidates for heads of industry associations and chambers of commerce.
  • Bureau for Party-related Affairs

    Functions

    It is responsible for the Party-masses work of SASAC and units directly under SASAC in Beijing.
