It is responsible for the circulation of documents and telegrams, work related to meeting arrangements, confidential documents, document supervision, security and confidentiality, passwords, information, archives, letters and visits, information technology application, and transparency in government affairs of SASAC. It guides information technology application of supervised enterprises, guides and supervises their security and confidentiality, guides and coordinates the work related to letters and visits of supervised enterprises, and coordinates supervised enterprises for the work of maintaining stability.
It drafts laws and regulations related to state-owned assets supervision and management, and is responsible for organizing the drafting and reviewing of regulations, normative documents and policy documents and coordinating the work related. It studies and proposes policy suggestions on the institutional and systematic reform and improvement of the state-owned assets supervision and management, and leads the work of improving of intra-party laws and regulations. It leads the work of guiding and supervising local state-owned assets management. It also studies legal issues emerging from the reform and development of state-owned enterprises, guides and promotes the rule of law and legal counsel in state-owned enterprises. It is responsible for the inter-governmental dialogues and negotiations on state-owned enterprises and related coordinating work. It conducts legality review of major decisions of SASAC and undertakes the legal affairs of the Commission.
It is responsible for the statistical analysis of state-owned assets, and the budgets and final accounts for supervised enterprises. It analyzes the economic operation of state-owned enterprises, implements the verification of assets and capital and the write-off of assets losses of supervised enterprises, and guides and appoints chief accountants to perform their duties.
It studies and proposes policy suggestions for the reform of state-owned enterprises and the reform of authorized operation system of state-owned capital. It guides state-owned enterprises in establishing a modern enterprise system with Chinese characteristics, improves the institutional system that regulates the operation of the boards of directors, and formulates plans for mergers, shareholding reforms, listings, and joint ventures of supervised enterprises. It leads the work in reviewing the articles of association of supervised enterprises, guides and facilitates state-owned enterprises to strengthen enterprise management, guides and advances the separation of social functions shouldered by state-owned enterprises and issues left over from history, and cooperates with relevant departments in staff resettlement in central state-owned enterprises.
It improves the state-owned capital operation system for supervised enterprises and guides the business of state-owned capital operation enterprises. It guides supervised enterprises to strengthen management and services for their financial business, organizes and guides the establishment and operation of investment funds, and leads the managerial work related to performing investor’s responsibilities on behalf of SASAC in diversified investment entities. It also organizes supervised enterprises to submit their state-owned capital gains, formulates relevant budget system of state-owned capital operating, undertakes the preparation and execution of state-owned capital budgets and final accounts, organizes and conducts the transfer of a certain percentage of state-owned capital to social security funds, and manages state-owned capital after transfer.
It takes the lead in undertaking the supervision responsibility of state-owned assets, and guides the internal supervision of supervised enterprises. It is responsible for the comprehensive inspection of the implementation of state-owned assets supervision and management rules and regulations, and puts forward policy suggestions for the improvement of rules and regulations. It also guides the construction of the internal control system and comprehensive risk management, organizes compliance management supervision, and guides internal audit and the work of boards of supervisors of supervised enterprises.
It guides supervised enterprises in international operation and in refining the layout of overseas assets and adjusting its structure,undertakes the work related to overseeing the overseas assets of supervised enterprises, strengthens risk prevention and mitigation in overseas investment, operation, etc., and shoulders the work related to dealing with overseas emergencies and crises.
It studies and formulates the systems and policies for the leadership team-building and the administration of corporate executives in supervised enterprises. It facilitates the leadership team-building and administration of corporate executives within the scope of administrative authority, and guides the work on personnel, their supervision, education and training, and retired personnel.
