Wen Shugang, a member of the National Committee of the Chinese People’s Political Consultative Conference, said that in the new era, China has sped up building a new-type energy system and made more efforts to safeguard energy resource security, supporting the green and low-carbon transformation of the economy and society.

Wen said that a new-type energy system should be established during the 15th Five-Year Plan (2026-30) period, in which non-fossil energy is the main source of supply, fossil energy provides backup support, the new power system serves as a key pillar, and “green, intelligent, and efficient energy use” is the guiding principle, driving a comprehensive green transformation of economic and social development.
He said that high-quality development of new energy will be key to ensuring high-level energy security. He called for coordinating the development of wind, solar, hydro and nuclear power to achieve the multi-dimensional, integrated development of new energy. He stressed the importance of improving gas and oil supply capacity and building a diversified and secure overseas energy supply system. He also emphasized ensuring electricity security through the building of a new power system and improving the resilience of main grids, distribution networks and micro grids. He called for prioritizing energy saving and enhancing the anti-disruption capacity of the power system through artificial intelligence technologies, while urging coordinated development of renewable and traditional energy to ensure energy security.
