NPC Deputy Calls for Railway Upgrades to Boost North-to-South Grain Transport

“The over-1500-kilometer Chinese Eastern Railway in Northeast China spans three provinces and connects three countries. It crosses more than 30 important breadbaskets whose total annual production surpasses 20 million tons,” said Wang Zhixian, former Party secretary and chief executive officer of Liaoning Port Co., Ltd.

During the fourth session of the 14th National People’s Congress (NPC), Wang, also an NPC deputy, proposed suggestions on improving the infrastructure of this century-old railway to facilitate the bulk grain transport from North China to South China.

The railway’s existing transport capacity falls short of the needs of grain transport. To address this problem, Wang suggested launching a special plan to incorporate it into the main north-to-south grain transport network and prioritize grain transport along the route. He proposed establishing a special fund to invest in crucial upgrading programs, such as electrification upgrades, the expansion of bridges and culverts, and the straightening of curved sections, in order to accelerate a system-wide increase in transport capacity. He also suggested introducing industry standards for the north-to-south grain transport to ensure the smooth information exchange among provinces and between railway and port operators, thereby reducing delays caused by transit and dispatch and improving rail-sea intermodal transport efficiency.
