Zhang Shihui, deputy manager of the enterprise customer operations center at the Suihua Branch of China Unicom Global Limited and a deputy to the National People’s Congress (NPC), has focused on the high-quality development of the telecommunications industry, digital transformation of public welfare services and the translation of technological outcomes into tangible applications.
For this year’s NPC session, Zhang has prepared suggestions on better public welfare services empowered by artificial intelligence (AI) agent, smarter elderly care services and the cultivation of new quality productive forces in the telecommunications industry.

To address the bottlenecks hindering the development of smart elderly care services, Zhang prepared suggestions on establishing smarter, more targeted and efficient elderly care service platforms enabled by intelligent algorithms and coordinated computing-network systems. She called for connecting AI agents with the comprehensive elderly care service management platforms to upgrade smart, senior-friendly services and make government-provided elderly care resources accessible for more households.
Zhang emphasized the importance of policy support for these measures in her suggestions, saying related initiatives should be included in major national science and technology programs, and collaboration among the industry, academia and research institutes should be encouraged to make technological breakthroughs. She called for launching pilot projects first and advancing them steadily in elderly care services, thus forming replicable models that can promote the balanced development of urban and rural elderly care services.
“My duty is to solve problems for the grassroots community, using the strength I get from industrial advantages,” Zhang said. As an NPC deputy from the telecommunications industry, she will adhere to her original aspiration of serving the people and be committed to offering more suggestions on the digital upgrading of public welfare services. She will propose more measures to enhance the quality of public welfare services via technological advantages, foster new quality productive forces and let technological breakthroughs benefit more people.
