Li Lili, chief engineer at the water company under Shanxi Gemeng International Energy Group Co., Ltd, has dedicated herself to the mission of protecting clean water in the Yellow River. She is a deputy to the National People’s Congress (NPC).
She has made a raft of suggestions to the annual NPC sessions on the low-carbon development of the sewage treatment industry and water resource recycling, with some now translated into concrete policies to promote industrial upgrading.
“The effective handling of my suggestions is an affirmation of my efforts in performing the duties of an NPC deputy. It encourages me to stay close to the people and conduct front-line surveys, so as to truly serve the people,” Li said.
During the fourth session of the 14th NPC, she plans to make suggestions on sewage and sludge treatment and the charges for domestic waste disposal.

The NPC deputy’s duty performance requires not only expertise, but also close observation of people’s lives.
At the symposium held in North China’s Shanxi Province last July, where the NPC Standing Committee’s Legislative Affairs Commission and the State Administration for Market Regulation solicited public opinion on the amendment to the Food Safety Law, Li pointed out the loose supervision of small restaurants and snack stands — an issue she found based on her observation of the grassroots community.
She suggested that community staff, urban management officers and journalists should all play a part in the supervision, and called for the establishment of a white list of eateries and enhanced training of food service staff — thereby keeping small restaurants and snack stands under effective management.
Believing that field research and visits are necessary for the performance of her duty, Li often stays close to the people. “The most genuine voices will show themselves only when you are humble and have a quiet mind,” Li said.
Li also stated that she would adhere to her original aspiration and work on the front line to perform her duty as a technician and an advocate for the people.
