“In recent years, China Mobile Group Chongqing Company Limited has implemented the initiative of enhancing telecommunications in Chongqing, and has installed more than 60,000 5G base stations.” said Xia Yong, chairman and general manager of the company. “We expanded ‘dual gigabit’ internet (a 5G network and a gigabit optical network) to over 98 percent of Chongqing’s administrative villages and offered 5G services to more than 23 million customers.” he added.
Confident in Chongqing’s artificial intelligence (AI) development, Xia, who is also a deputy to the National People’s Congress (NPC), provided suggestions for digitalization-driven economic growth.

“The telecommunications industry is the engine of digital economic growth and an important support to foster new quality productive forces. It plays a crucial role in the country’s overall development.” Xia said.
The digital economy has swiftly permeated all sectors of society. People need more quality information services and the industrial transformation is also in urgent need of AI empowerment. To Xia, it is both an opportunity and his due responsibility to propose related suggestions.
Noting that Chongqing is the only municipality directly under the central government in western China, Xia said its AI development could drive overall development of western regions, industrial growth and modernized governance of mega-cities. In 2025, he submitted two suggestions on the algorithm and low-altitude economy from the perspective of AI-powered digitalization, which received prompt responses from relevant government bodies.
Xia prepared AI-related suggestions once again for this year’s NPC session. In terms of the algorithm, he suggested that the government establish a coordinated model where Chongqing College of Artificial Intelligence cultivates professionals, Chongqing Institute for General Artificial Intelligence makes technological breakthroughs and Chongqing Artificial Intelligence Bay employs professionals and translates technological breakthroughs into tangible applications. This can cultivate more talents for Chongqing’s digital economic growth and drive the AI industry development in Chongqing and Chengdu, the capital of Southwest China’s Sichuan Province, Xia noted.
In the field of the low-altitude economy, Xia’s suggestions focused on the development of new infrastructure, the introduction of innovative digital regulatory tools, and the establishment of specialized operational service platforms, with the aim of further promoting the large-scale commercialization of the low-altitude economy.
