In March 2025, the "Boao Near-Zero Carbon Demonstration Zone" was officially renamed the "Boao Zero-Carbon Demonstration Zone", becoming China’s first example of achieving region-wide zero-carbon operation through renovation and upgrading.
Developed by China COSCO SHIPPING Corporation Limited (COSCO SHIPPING Group), the Zone is centered on the 190.15-hectare Dongyu Island. It realizes a self-balancing system between new energy power generation and electricity consumption through 18 renovation sub-projects across eight major categories, including green building renovation, renewable energy utilization, and green transportation transformation. Since 2024, COSCO SHIPPING Group has cut carbon emissions by 3.8 percent in the zone. Through green transport and machinery electrification, the zone has realized zero-carbon operation, reaching an "internationally first-class, domestically leading" standard. It has formed standards and practices that are replicable and scalable, offering a Chinese solution for achieving zero-carbon goals at the regional level worldwide.
