A meeting focused on leveraging the advantages of central state-owned enterprises (SOEs) to boost the high-quality development of Qinghai Province was held on September 15 in Xining, the provincial capital.
China Energy Conservation and Environmental Protection Group (CECEP) signed a project investment agreement with the provincial government at a ceremony held for signing agreements for crucial central-SOE-aided projects.

CECEP runs a wide range of businesses in Qinghai covering sewage treatment, clean energy development and ecological restoration, with its total investment exceeding 9 billion yuan ($1.34 billion). For water treatment, CECEP Guozhen Environmental Protection Technology Co., Ltd. built the Huangle Sewage Treatment Plant in Xining, which is located at the highest altitude of all prefabricated sewage treatment plants across China, has the largest scale and had the shortest construction period. In clean energy development, CECEP’s subsidiaries, with their main business in developing energy-saving wind power and solar power, are operating and building 15 new energy projects with a total installed capacity of 1.13 million kilowatts. In ecological governance and environmental engineering, China Geo-Engineering Corporation, a CECEP subsidiary, has helped Qinghai successfully apply for the Integrated Conservation and Restoration Project of Mountains, Rivers, Forests, Farmlands, Lakes, Grasslands and Deserts in the Huangshui River Basin. The ecological restoration project (Lot 3) in Qinghai’s Muli Mining Area serves as a demonstration for plateau mining area ecological restoration across China.

In addition to signing the investment agreement with the provincial government, CECEP Guozhen Environmental Protection Technology Co., Ltd. and CECEP Solar Energy Co., Ltd. signed cooperation agreements with Qinghai Ecological and Environmental Industry Co., Ltd. These companies will expand cooperation in water environment governance, solid waste utilization, photovoltaic module recycling and other fields, supporting local ecological development with efficient and pragmatic measures.
CECEP intends to continue leveraging its core advantages in energy conservation, environmental protection and green and low-carbon development to expand pathways for green coordinated development for central SOEs and local governments. It will continuously support efforts to build a beautiful Qinghai, protect the ecology of the Qinghai-Xizang Plateau and advance high-quality regional development.
