Li Zhen Attends the 11th Belt and Road Summit in Hong Kong

Updated: September 20, 2026

Li Zhen, Vice Chairman of the State-owned Assets Supervision and Administration Commission of the State Council (SASAC), attended the 11th Belt and Road Summit and other activities in the Hong Kong Special Administrative Region (SAR) from September 7 to 9.

In his address at the summit’s opening ceremony, Li stated that the Belt and Road Initiative (BRI), proposed by Chinese President Xi Jinping, has evolved into the world’s most extensive and largest platform for international cooperation.

Li said that major infrastructure projects in energy, transportation, digital and other sectors built with the participation of central State-owned enterprises (SOEs) span all five continents, and a large number of “small yet smart” livelihood projects have been implemented, directly creating jobs for more than one million people in host countries.

Li noted that central SOEs stand ready to work with all sectors of Hong Kong and BRI partner countries to advance infrastructure connectivity, industrial integration and the unimpeded flow of productive factors. He added that central SOEs will forge long-term partnerships with foreign governments, enterprises and sovereign wealth funds, leverage Hong Kong’s unique strengths in international capital markets, professional services, sci-tech innovation and people-to-people exchanges, and jointly write a new chapter in high-quality Belt and Road cooperation.

Prior to the summit, Li, together with senior executives from 43 central SOEs, held a discussion with John Lee Ka-chiu, Chief Executive of the Hong Kong SAR. They exchanged views on deepening cooperation between central SOEs and various sectors of Hong Kong and supporting its long-term prosperity and stability.

During his stay in Hong Kong, Li also attended the third GTI Forum on Digital Intelligence and conducted on-site visits at projects of central SOEs in Hong Kong. Officials from relevant bureaus of SASAC participated in these events.
