CIECC Forges Innovation, Strives for Excellence, Serves the Country with Wisdom

Since the start of the 14th Five-Year Plan period (2021-25), China International Engineering Consulting Corporation (CIECC) has completed over 50,000 consulting projects covering various sectors and fields of the national economy. It has helped optimize the industrial structure and improve investment efficiency and compiled hundreds of policy recommendation reports to provide advice for the high-quality economic and social development. Over the past five years, CIECC achieved average annual revenue growth of about 13.4 percent, and won seven FIDIC Project Awards.

Lay a solid foundation for the country with super projects

Stepping into the exhibition hall of CIECC is just like reading a grand scroll recording the endeavors of China’s super projects. The South-to-North Water Diversion Project, the Shenzhen-Zhongshan Bridge, the Hualong One nuclear reactor, and the domestically built large cruise ship Adora Magic City, all stand there shining brightly as pillars of the nation.

Across China´s vast land expanse, since the start of the 14th Five-Year Plan period, CIECC has participated in the feasibility studies, evaluation and demonstration, and management of more than 1,000 major projects, providing decision-making references and technical support for turning the blueprints of these major national projects into reality. The projects include the second Sichuan-to-East natural gas pipeline, the Yangtze River-Hanjiang River water diversion project, the Guxian Water Conservancy Hub on the Yellow River, the Heilongjiang irrigation project, the ±800 kV UHVDC transmission project from Southeastern Xizang to the Guangdong-Hong Kong-Macao Greater Bay Area, the Dafeng Offshore Wind Farm, the Hangzhou Bay Bridge and the National Archives of Publications and Culture.

Over the past five years, CIECC has completed more than 1,600 international consulting projects under the framework of the Belt and Road Initiative. It has participated in the research on international cooperation plans such as the China-Laos Economic Corridor, the China-Pakistan Economic Corridor and the Bangladesh-China-India-Myanmar Economic Corridor. It has supported the implementation of landmark projects including the China-Laos Railway, the Cambodia Canal, wind farms in Serbia, dams in Kenya, the Simandou Iron Ore Mine in Guinea and Olympic City in Uzbekistan, offering full-chain service covering planning consultation and investment and financing planning design.

Footprints span whole country, mark the rivers and mountains

CIECC launches research to support planning blueprints and facilitate policy implementation with consulting services. Focusing on its core responsibilities and businesses, CIECC serves China’s regional coordinated development strategy and acts as a bridge connecting national arrangements with local development.

In the Guangdong-Hong Kong-Macao Greater Bay Area, CIECC has systematically carried out planning evaluation, project demonstration and industrial research. It has accurately identified problems and presented forward-looking countermeasures in the special evaluation of the Hengqin Cooperation Zone and the longitudinal research on the economy of the Guangdong-Hong Kong-Macao Greater Bay Area. In the Yangtze River Economic Belt, CIECC has deeply participated in various initiatives such as the comprehensive improvement of the ecological environment and the construction of the integrated three-dimensional transportation infrastructure. For development strategies including the Western Development, the revitalization of northeast China, the revitalization and development of old revolutionary base areas, and the ecological protection and high-quality development of the Yellow River basin, CIECC has pooled wisdom and efforts to work hand in hand with local governments to draw blueprints for high-quality development.

The CIECC has taken its responsibilities seriously and helped people in need in distant places. It has been providing assistance to people in the Xinjiang Uygur Autonomous Region, Tibet Autonomous Region and Jiangxi Province, and also carrying out paired-up assistance to Lixin County, Anhui Province, for 30 consecutive years. When disasters struck, such as the rainstorms in the Beijing-Tianjin-Hebei region, the floods in Guangdong Province, the earthquake in Jishishan County, Gansu Province and the typhoon disaster in Hainan Province, CIECC staff members always immediately rush to the scene to participate in the planning of post-disaster recovery and reconstruction and to help people rebuild their homes.

Driven by innovation, gather momentum for the future

While the in-depth advancement of a new round of scientific and technological revolution and industrial transformation is advancing, CIECC, relying on its full-process and full-chain consulting capabilities, is helping forge the country’s strategic scientific and technological strength.

Over the past five years, CIECC has actively optimized its business layout by setting up specialized institutions focusing on digitalization, investment and financing, low-altitude economy and other fields, providing services for the evaluation of key special programs and promoting the in-depth integration of scientific and technological innovation and industrial innovation.

CIECC is also committed to serving as a strategic supporting force for the scientific and technological innovation of State-owned assets and central enterprises. It has established a consulting and evaluation center for major special programs of the State-owned economy, conducted forward-looking research on the theories, systems and evaluation of original technology sources, systematically completed the layout planning of strategic emerging industries and future industries, and innovatively provided full-process consulting services for more than 1,000 scientific and technological major programs.

Optimize governance, stimulate endogenous dynamics

Over the past five years, CIECC’s traditional consulting business has increased by 75 percent compared with the 13th Five-Year Plan period (2016-20), the proportion of its emerging business contract value has risen from 22.6 percent in 2020 to 28.8 percent in 2025, and its management consulting business has grown nearly tenfold, with its consulting influence increasing day by day.

At the same time, a profound transformation oriented toward new quality productive forces is advancing in an all-around way. Seizing the opportunity of transformation driven by digital and intelligent empowerment, CIECC has launched the largest digitalization project in China’s consulting industry, completed the sorting out of more than 200,000 projects’ digital documents, and laid a foundation for fostering the new format of "AI + consulting." Meanwhile, it has strived to build a standard system covering all types of businesses and industrial fields. CIECC has released more than 40 national, industrial and enterprise standards in the past five years.

Standing at a new historical starting point with a more forward-looking strategic vision, more solid professional capabilities and a more open innovative attitude, CIECC will continue to write a magnificent chapter in the grand practice of achieving modernization with Chinese characteristics.
