China Launches First Million-Tonne Near-Zero-Carbon Steel Production Line

Updated: January 07, 2026

China’s first million-tonne near-zero-carbon steel production line has been fully commissioned at the Zhanjiang plant of Baoshan Iron & Steel Co., Ltd., the flagship subsidiary of China Baowu Steel Group Corporation Limited, in Zhanjiang, South China’s Guangdong Province.

This near-zero-carbon production line adopts an advanced hydrogen-based metallurgical electric smelting process pioneered by China Baowu, thus in full command of the whole technical flow of the short-process production of zero-carbon, high-grade steel plates.

While commissioned, the line will take the direct reduced iron from the hydrogen-based shaft furnace and the scrap steel as primary raw materials to produce low-carbon emission steel slabs. It will utilize existing rolling facilities to manufacture low-carbon and near-zero-carbon steel products, establishing a complete low-carbon metallurgical process flow integrating hydrogen-based shaft furnace reduction, high-efficiency electric arc furnace smelting, and low-carbon rolling.

Compared to traditional long-process technology of blast furnace and basic oxygen converters, this project is expected to cut carbon emissions by 50 to 80 percent, reducing more than 3.14 million tonnes of CO2 emissions annually.
