CNOOC Signs Record $13 Billion in Deals at the 8th CIIE

Updated: November 14, 2025

On November 6, the China National Offshore Oil Corporation (CNOOC) hosted its Global Procurement Signing Ceremony at the National Exhibition and Convention Center in Shanghai during the 8th China International Import Expo (CIIE).

The agreements cover crude oil, natural gas, deepwater oil and gas equipment, and advanced technical services. The procurement structure continues to be optimized and upgraded, with the total contract value exceeding 13 billion dollars (92.53 billion yuan), marking a new record for CNOOC at a single CIIE.

Over the past eight years of participation, CNOOC has signed import contracts and agreements with more than 100 global suppliers from over 30 countries and regions, with total contract value surpassing 89 billion dollars.

Looking ahead, CNOOC aims to deepen practical cooperation with global partners while focusing on strengthening its core oil and gas business. The company will explore new models of cooperative development, expand collaboration in downstream and new material sectors, and further enhance its international operational capabilities. Together with its global partners, CNOOC will step up joint exploration and development of international oil and gas resources.

CNOOC is also advancing its Green Development Initiative, remaining committed to stabilizing oil production and increasing gas output. It will intensify natural gas exploration and development, vigorously develop offshore wind power, and steadily foster emerging businesses such as offshore CCS/CCUS (carbon capture, utilization, and storage), hydrogen energy, and green fuels—inviting partners worldwide to jointly promote the green, low-carbon transformation and high-quality development of the energy sector.

In addition, CNOOC will focus on deepwater, heavy oil, and high-temperature, high-pressure fields. The company will strengthen original innovation, enhance strategic research and forward-looking technological planning, and accelerate digital and intelligent transformation by integrating big data, cloud computing, and artificial intelligence into its business operations.
