[Green China, Green SOEs] CGDG Pioneers Green Development in Xinjiang

Updated: August 13, 2025

China Green Development Investment Group (CGDG), a central state-owned enterprise, embraces new opportunities arising from the “dual carbon” goals.

On March 22, CGDG launched 14 major projects in Xinjiang, including 5 large new energy bases and 9 cultural tourism projects, covering regions such as Changji, Aksu, Kashgar, Hami, and Turpan. By then, CGDG’s total new energy capacity in Xinjiang had reached 32.8 million kilowatts. The major first-phase 12-million-kilowatt projects were fully connected to the grid. The company also invested in 27 high-end hotels with a total construction area of 1.05 million square meters, totaling over 7,000 hotel rooms, boosting Xinjiang’s overall tourism sector.

In the vast desert of the Hexi Corridor, the CGDG Jinta Multi-Energy Complementary Base integrates 100,000 kilowatts of solar thermal and 600,000 kilowatts of photovoltaic energy, and it’s expected to generate 1.45 billion kWh of clean power annually. This will save 480,000 tons of standard coal and reduce carbon dioxide emissions by approximately 1.36 million tons. As the only “solar thermal + photovoltaic” pilot project in the second batch of China’s new energy bases in sandy areas, rocky areas and deserts, it has achieved several technological breakthroughs, including domestically produced key equipment and designs that withstand extreme conditions.

CGDG has also advanced biodiversity protection pilot projects, deepening its efforts in ecological conservation to drive high-quality green development. In the integrated wind and photovoltaic project in Nilka, Xinjiang, eco-friendly construction methods were used, including creating wildlife migration corridors. The project also promotes “pasture-photovoltaic complementary” practices, which optimize land use while preserving the environment.

In Xiong’an New Area, CGDG places emphasis on supporting Beijing’s non-capital function transfer and industrial layout. The company established a service center to provide high-quality and customized living solutions for industrial workers. The Green Central Park project, located in Xiong’an’s waterfront commercial business district, is the first large-scale project to integrate regional development with precise industry transfer, creating a “silent residence” model that optimizes sound environments and building noise isolation, providing a healthy and tranquil community. It became the first “green, low-carbon, and beautiful living community” in Xiong’an.

CGDG also promotes green lifestyles by organizing eco-civilization action months and green, low-carbon themed activities on significant dates like Earth Day and National Low Carbon Day. It is committed to advancing green operations and promoting a low-carbon transformation of the economy and society.
