The 2025 Government Work Report calls for coordinated progress in promoting both major landmark projects and “small and beautiful” livelihood initiatives, aiming to deliver tangible results under the Belt and Road Initiative.
China Geo-Engineering Corporation (CGC), a subsidiary of China Energy Conservation and Environmental Protection Group (CECEP) and a designated foreign aid contractor under the former Ministry of Geology and Mineral Resources, has leveraged its professional expertise while fulfilling its social responsibility through a number of “small and beautiful” livelihood projects.
To date, CGC has completed dozens of high-quality foreign aid projects including the construction of stadiums, schools, hospitals, roads, water supply and drainage systems and solar photovoltaic installations. Notable among these are the 200-well project in Rwanda, the solar energy demonstration village project in Mali, and the highway project on Moheli Island of Comoros, which have all received “excellent” ratings in project quality from China’s Ministry of Commerce. The former two were selected as exemplary cases in the 2025 International Development Cooperation: China’s Practice – “Small and Beautiful” Projects published by the China International Development Cooperation Agency. These achievements reflect the company’s strong technical capabilities and reputation, and have earned them recognition from recipient governments.
In Rwanda, CGC’s project constructed 200 wells across 181 villages in 11 regions, providing clean drinking water for nearly 110,000 residents.

In Mali, the solar energy demonstration village project equipped two rural villages with 1,195 off-grid solar home systems, 200 solar streetlights, 17 solar water pumping systems and two centralized solar power systems. The project has directly benefited tens of thousands of local residents and stands as a successful example of how photovoltaic technology can address climate challenges and improve livelihoods in remote and underdeveloped regions.
Due to outstanding project delivery, CGC has received “Integrity Evaluation Notification Letters” from the Ministry of Commerce for its Rwanda, Mali and Comoros projects. The Mali Renewable Energy Agency issued a Certificate of Satisfaction, while CGC’s renovation of a stadium in Togo earned the Quality Engineering Award from the Togolese Ministry of Sports.
During Tropical Cyclone Cheneso, CGC’s Comoros project team actively participated in emergency rescue and public welfare efforts, receiving a formal letter of commendation from the Chinese Embassy in Comoros for their actions. The mayor of Moimbassa also issued a letter of appreciation, praising the team’s contributions to post-disaster recovery.
The company’s exemplary social responsibility practices gained recognition at the China-Africa Infrastructure Cooperation Forum held in Hunan on June 2023. The Mali solar energy project was also featured at the Global Development Cooperation Pavilion, a core exhibition area of the China International Fair for Investment and Trade, and was selected as one of the “Top Ten Cases” in the 2024 Blue Book on Overseas Environmental, Social and Governance (ESG) Practices of Central SOEs.
