An NPC Deputy’s Advocacy for Frontline Industrial Craftsmanship

For Liu Yanbing, a deputy to the National People’s Congress (NPC) and a CNC lathe worker at Inner Mongolia North Heavy Industries Group Corp. Ltd, a subsidiary of China North Industries Group Corporation Limited, being a representative is not just a title—it is a responsibility deeply rooted in the realities of frontline manufacturing.

“Being an NPC deputy means staying connected to the grassroots, listening to the people, and gaining a clear understanding of real issues. Only then can we put forward high-quality proposals that contribute to the country’s high-quality economic and social development,” Liu said.

Born in the 1990s, Liu entered the workforce as a skilled technician and has since remained steadfast in his commitment to the production front line. Over the past year, he has spent much of his time working and conducting research in the factory, engaging with colleagues to better understand their concerns and aspirations.

His time in the workshop has reinforced his belief that China’s manufacturing strength depends not only on technology and infrastructure but also on a highly skilled workforce.

“Manufacturing is the backbone of China’s high-quality development, and its vitality hinges on the expertise and innovation of frontline technical personnel,” Liu noted. He emphasizes the need to cultivate a new generation of industrial workers who are knowledgeable, skilled and innovative. This requires aligning talent development with industry needs, promoting industry-education integration and strengthening collaboration between enterprises and educational institutions.

He also advocates for a more structured career development framework, forming a lifelong learning system that integrates vocational education, employment training and skills enhancement.

Liu’s dedication to these issues has already yielded tangible results. “It is encouraging to see that some of the recommendations I put forward last year have been reflected in policy initiatives,” he said.  

As a skilled worker, Liu champions the spirit of craftsmanship, stressing the importance of precision, innovation and excellence in manufacturing. Through these efforts, he seeks to contribute to the high-quality development of the manufacturing sector.

“Industrial workers must keep pace with technological advancements, enhance their capacity for innovation and continue driving progress,” he said. He hopes more frontline workers will not only drive industrial development but also achieve personal and professional growth.

As the 2025 two sessions approach, Liu is ready to continue advocating for frontline industrial workers, ensuring their voices are heard at the national level.
