7th China Enterprise Forum Held in Beijing

The 7th China Enterprise Forum (CEF), organized by the State-owned Assets Supervision and Administration Commission of the State Council (SASAC), the All-China Federation of Industry and Commerce (ACFIC) and Xinhua News Agency, took place in Beijing on November 7 and 8.

Themed "Accelerating the Development of New Quality Productive Forces: the Reform and Innovation of Chinese Enterprises", the 7th CEF aimed to further study and implement the guiding principles of the 20th National Congress of the Communist Party of China (CPC) and the 3rd plenary session of the 20th CPC Central Committee, advocate and promote Chinese enterprises to further deepen reform and innovation with greater efforts, speed up the cultivation of new quality productive forces, and make contributions to the building of a strong country as well as the realization of national rejuvenation.

Entrusted by Zhang Yuzhuo, Chairman of the SASAC, Tan Zuojun, Vice Chairman of the SASAC, addressed the gathering. Qiu Xiaoping, Vice President of the ACFIC, and Liu Jian, Vice President of Xinhua News Agency, also addressed the event.

Speakers at the main forum included Justin Yifu Lin, Member of the Standing Committee of the Chinese People's Political Consultative Conference (CPPCC) National Committee and Vice Chairman of the Committee on Economic Affairs of the CPPCC National Committee, Zheng Zhiming, Academician of the Chinese Academy of Sciences and Dean of the School of Artificial Intelligence at Beihang University, and representatives of such enterprises as Industrial and Commercial Bank of China, China Southern Power Grid, China Mobile Limited, China Academy of Machinery Science and Technology Group Co., Ltd, Beijing Electronics Holding, SERES and Tongwei Group.

The forum stressed that the CPC Central Committee, with Comrade Xi Jinping at its core, has creatively driven the development of new quality productive forces and made a series of important decisions on the national endeavor from the perspective of promoting high-quality development, charting the course of action for Chinese enterprises in their reform and innovation and entrusting companies and entrepreneurs with new missions and tasks. Relevant government departments have helped all types of enterprises thoroughly study and implement the important instructions of Xi, General Secretary of the CPC Central Committee, and major decisions and plans of the CPC Central Committee, follow new development philosophies, take the development of new quality productive forces as an important method for achieving high-quality development, regard innovation as the orientation and industry as the carrier, and adapt to their own conditions in the integrated promotion of sci-tech innovation, industrial innovation, institutional  innovation, setting up a leading role in the cultivation of new quality productive forces.

The forum said the development of new quality productive forces is an important channel for all types of enterprises to better adapt themselves to new conditions and facilitate the realization of Chinese modernization. The country's sci-tech innovation has now grown from the strategic stages focusing on self reliance and focusing on size to a stage focusing on strengths and quality. Judging from the New Structural Economics, all Chinese industries, be it catching up with competitors, becoming industrial leaders, undergoing transformation, or emerging or strategic industries, should grasp a deep understanding of their development direction and positioning, take sci-tech innovation as the primary driving force for development, vigorously deepen the integration between modern science and engineering, channel advanced productive elements into the development of new quality productive forces, consistently bolster corporate core functions and competitiveness, and shoulder greater responsibilities in the cultivation of new quality productive forces.

The forum emphasized that all types of enterprises should adapt themselves to national strategies, meet the demands of economic and social development, strengthen communication and mutually beneficial cooperation, work together for sci-tech innovation, focus on universal and advanced technologies that are crucial for their survival and development, scale up R&D investment, grasp more core and key technologies, ascend to the height of technological breakthroughs, and make concerted efforts to nurture stronger technological sources for the development of new quality productive forces. They should promote industrial innovation, become a leader in digital transformation, embrace artificial intelligence, advance the commercialization and industrial application of new technologies, renovate and upgrade traditional industries, foster and consolidate newly emerging industries, make early plans for the development of future industries, open new frontiers in promoting in-depth industrial transformation and upgrading, and nurture stronger carriers for the development of new quality productive forces.

The enterprises should further deepen corporate reform, give priority to management innovation, carry forward the spirit of entrepreneurship, improve corporate governance structure and management systems, improve the modern corporate system with Chinese characteristics, forge new strengths in advancing creative deployment of productive elements, and build a sound ecosystem for the development of new quality productive forces. They should intensify opening-up and cooperation, build an industrial ecology where all types of enterprises seek collaborative development, integrated innovation and win-win cooperation, carry out more pragmatic cooperation in technology, products and industrial development, and push for in-depth integration of innovation, industrial, capital and talent chains. They should also jointly enlarge their overseas presence, shoulder responsibilities in the optimization of industrial ecology and the building of new development synergy, foster a wider space for the development of new quality productive forces, gain new development opportunities with opening-up initiatives, and help the country achieve high-quality economic development in a sustained and stable manner.

The CEF consisted of a main forum, a closed-door roundtable event and parallel forums.

Among the papers released at the forum were Research on Fundamental Theories of the State-owned Economy under the Guidance of Marxist Political Economy and Xi Jinping Thought on Economy; Report on the High-quality Development of Central State-owned Enterprises (2024); Report on Overseas Development of Central State-owned Enterprises (2024); Blue Book on ESG for Listed Companies of Central State-owned Enterprises (2024); Blue Book on Corporate Social Responsibility for State-owned Assets and State-owned Enterprises (2024); Perception Monitoring System for Private Economy, Policies and Entrepreneurs: Monitoring Statistics in the Second Quarter of 2024; Strategic Research on the Development of Disruptive Technologies in Industrial Fundamentals; China's Energy Development Strategy, the Analysis of Major Policies and Research on Their Strategic Impacts upon Large Energy Firms; and the Transformation of Technology-driven Media Ecology: Impact Analysis, Future Trends and Development Strategy Research.

The forum was attended by around 500 people from government agencies, industrial sectors, research and academic circles.
