SOEs Seek Green and Innovative Transformation on Major Projects

Since the beginning of this year, a series of major engineering projects have made solid progress in China. These projects have become significant engineering "test fields", injecting strong momentum into high-quality development.

Promoting the low-carbon transition for green development

On May 26, Australia’s liquefied natural gas (LNG) carrier successfully completed unloading operations at CNOOC Yancheng Green Energy Port. To date, the LNG unloading volume at Yancheng Green Energy Port has nearly reached 4.5 million tons, enough to meet the annual natural gas demand of over 30 million households.

Nearby, six 270,000 cubic meter LNG storage tanks under construction at Yancheng Green Energy Port are undergoing nitrogen replacement operations in preparation for full production. Once completed, Yancheng Green Energy Port will become China's largest LNG reserve base.

Behind these massive "wind" and "solar" projects are the technological supports of equipment and material development. 

"All the storage tanks at Yancheng Green Energy Port were designed and constructed using CNOOC's key technologies for super-large LNG storage tanks," said Deng Qing, general manager of Yancheng Green Energy Port. While ensuring sufficient natural gas reserves, Yancheng Green Energy Port continuously promotes the optimization and transformation of the regional energy structure, achieving dual improvements in ecological and economic benefits.

Traditional industries upgrading, technological transformation, and frontier innovations are progressing hand-in-hand for green development.

Recently, the world's largest coal-to-ethanol project, constructed by China National Chemical Engineering Group Corporation Ltd, has been fully completed and put into production. The project uses clean coal technology to produce petroleum substitute products, achieving an integrated industry chain and maximizing the transformation of resource advantages into economic benefits.

At the Huanghai coast terminal, China's largest offshore photovoltaic project, the two-million-kilowatt photovoltaic demonstration project by China National Nuclear Corporation (CNNC), officially commenced construction in Lianyungang, Jiangsu province.

On the edge of the Maowusu Desert in Gansu province, construction is in full swing for China's first 10-million-kilowatt multi-energy complementary energy base, the Huaneng Longdong Energy Base.

A French newspaper, Les Échos, said that China is developing its green industry at an astonishing speed, benefiting global consumers and foreign companies throughout the supply chain.

Opening new frontiers for development

In Jing'an district, Shanghai, the world's largest diameter shaft boring machine, "Dream", is burrowing underground. The location will house the world's largest diameter and Shanghai's first vertically excavated (shielded) underground smart garage, doubling the city's space utilization rate.

"It involves utilizing a small garden in the old city to build a 19-story underground parking lot, addressing the parking problem in the old city," said a member from China Railway Construction Corporation Limited. The garage integrates intelligent equipment, operations, monitoring, maintenance, and management, with 304 parking spaces accessible via a single click on a mobile phone, and average parking and retrieval times of only 90 seconds.

Developing deep ground space is another focus. From the largest and most complex underground space transportation complex in China, the Optics Valley Square complex, to the first true station-city integrated large-scale underground comprehensive transportation hub in China, the Xili Comprehensive Transportation Hub, China's urban large-scale underground transportation hub design, construction, and operation technology systems are gradually being perfected, creating new spaces for urban development.

China is also continuing deep-water exploration. Recently, Asia's first cylindrical floating production storage and offloading unit, "Haikui No.1", completed offshore installation, laying the foundation for the production launch of China's first deep-water oil field redevelopment project within the year. Asia's first deep-water jacket platform, "Haiji No.2," has also completed installation operations, setting two new Asian records for offshore crude oil production platform height and weight. Ultra-deepwater offshore oil and gas exploration is a key direction for increasing China's oil and gas resource reserves and production and for supporting economic and social development.

Strengthening the development of distinctive advantageous industries

On June 16, the Shenzhen-Zhongshan Link passed its completion acceptance, marking the successful fulfillment of all construction tasks for the world-class cross-sea cluster project, which underwent seven years of preliminary preparations and seven years of arduous construction.

The Shenzhen-Zhongshan Link is 24 kilometers long, and the only direct link between the "Shenzhen-Dongguan-Huizhou" and "Zhuhai-Zhongshan-Jiangmen" urban clusters. It is also one of the most complex cross-sea cluster projects in the world.

A series of major engineering projects provide a broad stage for the application of new technologies, new equipment, and new materials, continuously promoting the development of new quality productive forces. Regions also leverage distinctive advantageous industries to gain the upper hand in the new round of technological revolution and industrial transformation.

In Anhui, quantum computing is advancing towards dual high grounds in research and industry, with Hefei Quantum Information Future Industry Science Park becoming one of the first national future industry science park construction pilots, gathering over 60 quantum technology industry chain enterprises. In Zhejiang, the "Vision Valley Window" industrial complex, with a total investment of about two billion yuan, has officially started construction in Xiaoshan district, Hangzhou, aiming to create a visual intelligence full industrial chain. In Jiangsu, a new energy industry cluster represented by photovoltaics, wind power, hydrogen energy, and new energy storage has formed, comprising over 1,000 enterprises above designated size.

From January to May this year, national high-tech industry investment increased by 11.5 percent year-on-year. "Technological innovation continues to empower high-quality development, with the trend of manufacturing moving towards high-end, intelligent, and green transformation becoming evident, and new quality productive forces continuing to grow," said Liu Aihua, director of the Department of Comprehensive Statistics of the National Bureau of Statistics.
