The S14 project, the first ring expressway in Poland, built by the STECOL Corporation, a subsidiary of Power Construction Corporation of China (PowerChina), was opened to traffic two weeks ahead of schedule.

As a two-way four-lane expressway, the main construction works include earthworks, roadbed and asphalt concrete paving, bridge and culvert structures, road drainage, facility reconstruction, landscaping and other ancillary works.
The project was implemented through a design and construction contract with a construction period of 35 months. Excluding the design phase, the actual construction work was completed within a tight timeframe of just 15 months.
The project faced not only tight deadlines but also heavy workload, including approximately 2.7 million cubic meters of earthwork, 300,000 tons of asphalt concrete, and 21 new bridges.
The PowerChina team continuously explored a localized management approach, optimized the design and construction plans, and strengthened controls in terms of quality, safety, progress, and cost.
They managed to lock in the prices for major material supplies to mitigate the risk of price increases. By rationalizing the allocation of resources and closely monitoring key nodes, the project was completed ahead of schedule. The high-quality and efficient performance further enhances the brand image of Chinese enterprises in the Polish market.
The completion and opening of the S14 expressway saw Lodz become the first city in Poland to have a complete ring expressway, which greatly facilitates transportation for residents in the region. It further consolidates Lodz's status as a Polish logistics and transportation hub and will contribute to the future economic development of the capital and cities in East Poland.
