Weng pointed out that the Department of Justice of Hong Kong has played a crucial role in safeguarding national security, upholding the rule of law, and creating a world-leading business climate in the region. SASAC has always encouraged central state-owned enterprises (SOEs) to root themselves in Hong Kong, integrate with and serve the region, fully support the region in building the Asia-Pacific international legal and dispute resolution service center, and help the region better integrate into national overall development. Weng expressed the hope to deepen cooperation with Hong Kong in more fields, such as professional legal services and training on foreign legal affairs.

Lam introduced the Common Law system and the professional advantages of the legal services in Hong Kong. He said that he hopes the HKSAR's legal sector would provide better legal and dispute resolution services for central SOEs and expressed his willingness to establish a communication mechanism with SASAC to help central SOEs better participate in the construction of the Belt and Road.
