A sub-forum themed on "Building Dynamic Modern Enterprises" was held on March 29, during the Boao Forum for Asia Annual Conference 2023. Zhang Yuzhuo, Chairman of the State-owned Assets Supervision and Administration Commission of the State Council (SASAC), attended the sub-forum and delivered a speech. Zhao Shitang, Vice Chairman of SASAC, attended the sub-forum.
Participants including President of China Merchants Group Hu Jianhua, Chairman of China Communications Construction Group Wang Tongzhou, Chairman of Trina Solar Co., Ltd Gao Jifan and Global Chair Emeritus of Boston Consulting Group Hans-paul Bürkner, as well as Peng Huagang, Former Secretary General of SASAC carried out in-depth exchanges and discussions on deepening the reform of state-owned enterprises (SOEs), improving core competitiveness and enhancing corporate vitality.

Zhang said that building modern enterprises full of vitality is a crucial requirement for Chinese modernization, an important underpinning for the modernization of all countries in the world, and is also essential for various enterprises in pursuit of continuous growth in market competition. Focusing on vision-oriented and mission-oriented vitality, SOEs should take moving faster to develop world-class enterprises and becoming leaders in their respective fields as their new vision and mission, actively make efforts to benchmark with international advanced standards, and earnestly enhance their core competitiveness and functions. In terms of stimulating the vitality through their institutional mechanisms, SOEs should take the new round of in-depth SOE reforms as an opportunity to further modernize their governance, establish a new accountability framework under the modern corporate system with Chinese features, and improve market-oriented operating mechanisms to simultaneously unleash their innovation and creativity. As for stimulating vitality in the changing environment, he said SOEs should adapt to changes, embrace their role as principal innovators, strengthen scientific and technological breakthroughs, and make greater efforts to develop strategic emerging industries. They should work to accelerate the high-end, intelligent and green transformation of traditional industries, consolidate the fundamentals of the industrial chain and develop its needed technologies, shape the industrial chain through optimization and strengthen it though synergy, as well as take the initiative to shape the industrial and innovation eco-system where enterprises can thrive. In regard to improving vitality via opening-up and cooperation, SOEs should participate in the high-quality Belt and Road cooperation to better integrate into the global market, and further strengthen all-round cooperation in capital, science and technology, human resources and management with enterprises from around the world and those of all forms of ownership, embracing and integrating into the world with a more open mind.

Participants of the sub-forum agreed that as a result of the Three-Year Action Plan of SOE reform, the modern corporate system with Chinese features is more mature. The overall layout of the state-owned economy and scientific and technological innovation system and mechanism are further improved. Extensive breakthroughs in the reform of the market-oriented operation mechanism are achieved. The Party's leadership and development in SOEs are fundamentally enhanced. High-quality development of the China's economy will offer huge development potential for enterprises. Enterprises of various ownerships should continue to deepen cooperation, draw on each other's advantages to promote mutually beneficial and win-win results, so as to jointly build dynamic modern enterprises and contribute to China's economic and social development.
During his stay in Hainan Province, where the forum was held, Zhang also carried out on-site visits of some projects of central SOEs, such as China Southern Power Grid, China Tourism Group and China Green Development Group, to learn about their work on reform, innovation, development and Party building.
