The container port is the largest PPP project since the founding of Timor-Leste. The project included construction of a 630-meter-long wharf, featuring one 7,000-twenty-foot equivalent unit (TEU) berth and one 3,500-TEU berth, 3,500,000 cubic meters of dredging works, and 27-hectare of marine reclamation land, as well as supporting facilities such as housing and storage buildings.

The port is expected to be capable of handling a maximum of one million containers. Once fully operational, it will become Timor-Leste's logistics center for maritime freight transport and trade, which will greatly promote the country’s economic development and give it a key part to play in trade between countries participating in the Belt and Road Initiative.

The port was built by China Harbor Engineering Company Ltd. and CCCC Fourth Harbor Engineering Co., Ltd., both CCCC subsidiaries.
