The Lubuge hydropower station was the first Chinese construction project built with loans from the World Bank. It was launched in 1984, and applied international advanced and effective construction practices. The so-called "Lubuge Shock Waves" profoundly impacted construction finance, procurement and project management in China.

The picture shows the Lubuge hydropower station (L) and the front-page headlines (R) about the "Lubuge Shock Waves" of People's Daily, a national authoritative newspaper, on Aug 6, 1987 as well as other papers' reports on the project.
