CIECC: Supporting High-Quality Development of Hainan

China International Engineering Consulting Corporation (CIECC) has been playing an active role in supporting high-quality development of South China's Hainan Province since construction of the Hainan Free Trade Port (FTP) was proposed in 2015.

CIECC started its pre-building consulting service for the Hainan FTP construction against the background of China's free trade zone development strategy in 2015 and contributed to the overall planning of the Hainan FTP pilot area in Sanya with high quality.

Since 2019, the company has provided more than 30 consulting services for Yanzhou Bay in Sanya, which involved aspects of policy research, international cooperation, implementation plans and key project assessment.

The company also played a role in environmental protection and sustainable development of the region.

In May 2020, CIECC took responsibility for consulting and assessment of the plan for Hainan Rainforest National Park from 2019 to 2025.

The company set up a task force with experts in environmental protection, forestry and ecology and submitted seven suggestions after repeated surveys and discussions. The suggestions involved protecting biological diversity of flagship species, building an ecological monitoring and assessment platform, speeding up commercialization of scientific and technological achievements, completing man-made forest renovation measures, and coordinating ecological protection and economic development, including expansion of livelihoods.

In July 2020, the company shouldered assessment of the establishment plans for China's first national parks in Hainan and provided suggestions on which parks should be included.

It participated in implementation planning of construction of the national ecological civilization pilot zone, and in practical research into wetland protection and restoration in the Hainan Dongzhaigang mangrove forest.

In addition to environmental protection, CIECC also helped industrial vitalization of the region.

It consolidated the essential position of the primary local industry by developing highly-efficient tropical agriculture.

In addition, the company participated in construction of the Fishing Port Economy Area of Yazhou Bay Tech City and suggested promoting aquatic fry protection and breeding, construction of a marine ranch, development of an offshore cage culture and boosting of the fishery processing industry. It also made several plans for building aquatic product industrial bases, establishing a high-quality whole-industrial chain of pitaya, pushing forward transformation and upgrading of a modern fishery industry and supporting high-quality convergence of the agriculture, culture and tourism industries to boost local rural vitalization.

The company gave its full support to the secondary industry's role in supporting economic growth in the region.

It provided a clean energy plan and third-party assessment of a national green industrial park for the Yangpu Economic Development Zone, the pilot zone of the Hainan FTP, and added consulting services like implementation plans for a national backbone cold-chain logistics base to support industrial transformation and high-quality development of the zone.

The Hainan Old Town Economic Development Zone is a key carrier of the industrial development of the Hainan FTP. CIECC has gathered a group of experts in industrial economy, space planning, ecology and environment and infrastructure since 2016, and has worked on development paths, solutions and suggestions to build up the circular economy and the zone's industrial development.

Last but not least, CIECC also explored advantages of the region's tertiary industry to build an open economic pattern.

The company launched research into how to promote consumption promotion in the region during the nation's 14th Five-Year Plan (2021-25) period and has released relevant plans and measures that improve implementation of local policies.
