Ren said that President Xi's keynote speech profoundly summarized the experience and inspiration over the past 20 years since China's accession to the World Trade Organization (WTO), and once again demonstrated to the world China's firm determination to expand high-level opening-up and share development opportunities with the world. Central SOEs will thoroughly study the important speech by President Xi, and resolutely implement the four "firmly" — firmly safeguard true multilateralism, firmly share market opportunities with the rest of the world, firmly promote high-standard opening up, and firmly uphold the common interests of the world. They will make efforts to deepen reform from a higher starting point, expand opening-up at a higher level, and accelerate the construction of world-class enterprises with higher standards.

Ren pointed out that central SOEs should firmly defend the multilateral trading system with the WTO at its core, actively participate in the formulation of international economic and trade rules, and strive to maintain the stability of global industrial and supply chains. They should also fully leverage the CIIE as an important platform to intensify high-level opening-up and cooperation, promote high-quality Belt and Road construction, and further enhance international communication capability as well as strengthen communication and exchanges with foreign parties to drive the establishment of a new system for higher-level open economy.
