CECEP Contributes to China's Air Pollution Control Program

The emission reduction and pollution control fund program in the Beijing-Tianjin-Hebei region was recently promoted as an outstanding project at the ADB-PRC Country Portfolio Review Workshop.

Managed by China Energy Conservation and Environmental Protection Group (CECEP), the program was jointly announced by the Asian Development Bank (ADB), the Ministry of Finance and the National Development and Reform Commission in 2018.

The program intends to provide a loan of $500 million to drive the growth of social capital to support energy conservation, emission reductions and the treatment of air pollution in eight provincial-level regions, including Beijing and Tianjin as well as Hebei, Henan, Shandong, Shanxi and Liaoning provinces and Inner Mongolia Autonomous Region.

The program officially started in 2019.

By the end of 2020, the program established a mother fund, a regional sub-fund and an industrial sub-fund. Six sub-funds were valued at more than 3.48 billion yuan ($540.44 million) and were loaned to projects in Henan, Hebei, Shandong and Tianjin. The projects cover various fields like energy conservation, clean energy development and resource recycling.

Upon completion, the project is expected to reduce the coal use by 724,100 tons annually, eliminating nearly 1.69 million tons of carbon dioxide. The program is also anticipated to solve heating problems for about 130,000 farming households and realize central heating for users living in urban areas totaling 10.57 million square meters.

A central state-owned enterprise focusing on energy conservation and environmental protection in China, CECEP has contributed to the treatment of air pollution in the Beijing-Tianjin-Hebei region through the program. It will continue to make full use of its advantages in the field to support the country's goal of peaking carbon dioxide emissions by 2030 and achieving carbon neutrality by 2060.
