Yu Xubo, NPC deputy and president of COFCO Corp, suggested improving the emergency management and joint operation system of daily necessities including food to guarantee their supply during critical periods at the two sessions.
His suggestion was inspired by the sudden COVID-19 pandemic.
In recent years, several regions in China have established a full chain of agricultural products supply, reserves and transport. With development of logistics and urbanization, local daily necessity markets in China are now more extensively connected.
For example, most of the daily needs of cities like Wuhan, capital of Central China's Hubei province, the hardest-hit city in the country by the COVID-19 pandemic, come from a variety of regions.
In response to the sudden pandemic, COFCO Corp strengthened communication and cooperation with relevant government departments to solve problems in resumption of work and launch green passages for material supply and transport.
With an entire industrial chain of production and supply, the company is capable of making flexible allocations to deliver reserves of grains and oils around China.
Yu also suggested the establishment of green passages for daily materials as well as a contingency plan that would include a green passage permission certificate mechanism.
Meanwhile, the livelihood materials themselves should also be clearly listed.
To guarantee market supply and stabilize prices during special periods, Yu suggested launching an emergency response as well as a prevention and control system with daily material supply and logistics enterprises acting as the main participants.
The system highly integrates production, processing, logistics and reserve resources, which improves emergency supply and delivery capacity, and strengthens flexibility and speed of response in emergencies.
