Zhou Yong: Clear Property Service Positioning to Promote Modern Community Management

A community is a basic unit of the social governance system and property management is a main part of community governance.

During the sudden outbreak of the COVID-19 pandemic, more than 10 million staff members of over 200,000 property management enterprises stuck to their positions on lockdown management and supply of residents' daily necessities.

In addition to residents and vehicles' entry and exiting, facility maintenance, greening of the neighborhood and disinfection and anti-pandemic publicity, they were also responsible for work committed by departments of street committees, public security, housing, fire protection and environmental sanitation.

However, the industry has been hard put to realize high-quality development because of a lack of laws and regulations, unclear duties, high taxes and so on.

Therefore, CPPCC member Zhou Yong, deputy general manager of China State Construction Engineering Corporation, suggested that property management services should be improved to promote modern community governance.

In addition, industrial transformation and upgrading should be promoted to enhance community governance capacity by establishing smart communities based on new technologies including 5G, the internet of things, big data and artificial intelligence.

Talents specialized in property management should also be highly valued to add to the industry's overall capacity.

He also suggested establishing a long-term industrial management mechanism which includes strengthening credit and assessment of system construction.
