Wen Shugang, a deputy to the National People's Congress and general manager of China Huadian Corporation Ltd. (CHD), submitted motions on integrated energy service, renewable energy and offshore wind farms at this year's two sessions.
For the past three years, he has been focusing on building a clean, low-carbon, safe and highly-efficient energy system.
Green energy has been promoted since the 18th National Congress of the Communist Party of China held in late 2012.
According to Wen, CHD has made efforts to reduce coal-fired power in recent years. The company produced 578.6 billion kWh of power in 2019, a year-on-year growth of 4.09 percent, and promoted high-quality development of power generation.
Building CHD a world-leading energy enterprise
New deployment on development of the state-owned economy and enterprises was undertaken at the Fourth Plenary Session of the 19th Communist Party of China Central Committee in October 2019 with a view to improving competitiveness, innovation ability, influence and risk-resistance capacity.
Wen stressed that the shaping of new advantages is the key to promoting the high-quality development of CHD and making it into a world-leading energy enterprise.
Specifically speaking, the advantages should lie in several fields: industrial integration, market competitiveness, international cooperation and competition, technology and innovation, strategic control and brand building.
Fulfilling central SOEs' missions
In speaking about the first few months of 2020, Wen recalled that CHD supported the prevention and control of the COVID-19 pandemic with reliable power and heat supply and participated in construction of medical facilities including the Leishenshan and other makeshift hospitals.
Its subsidiaries in the fields of coal, science and technology, and finance as well as 105 infrastructure construction projects resumed production soon after the pandemic was under control.
As for the precise poverty alleviation mission, the company had helped Wuqia county and Atushi city in Northwest China's Xinjiang Uygur autonomous region overcome poverty.
Amid the anti-pandemic battle, the resumption of work and poverty alleviation, stabilizing industrial chains and supply chains, optimizing power structural layout, improving dockings between production, transport and marketing and developing core technology as well as stepping onto the stage in the financing industry have also been focuses of the company.
Promoting construction of a highly-efficient, clean and low-carbon energy system
Wen highlighted that "Clean and low-carbon is the inevitable orientation of the energy transition."
His motions, centered on accelerating construction of a safe, highly-efficient, clean and low-carbon energy system, included improving renewable resource subsidiary mechanisms and promoting high-quality development of the offshore wind power industry in Guangxi Zhuang autonomous region based on cooperation between government and enterprises.
By the end of 2019, 40.4 percent of CHD's installed capacity was powered by clean energy and the company had released its development mode of "mass construction of wind and solar power bases".
Some of that construction went into operation ahead of schedule and in addition the company has hydropower facilities with a total installed capacity of 8.52 million kW that still in construction.
Moreover, CHD is the largest clean power supplier of the venues of the 2022 Beijing Winter Olympics.
Wen said CHD will promote construction of projects domestically and abroad, continue to develop the wind and solar power bases and push forward development of clean and digital mining.
Speeding up comprehensive energy service
CHD completed 20 pilot demonstration projects in 2019, said Wen, adding that 25 key technologies are under research and development. The company also has extensive cooperation with scientific institutes as well as upstream and downstream enterprises from home and abroad.
In 2020, the company will promote innovations in comprehensive energy service, develop a multiple power supply mode, build a smart comprehensive energy service platform and strengthen its technological competitiveness.
He said that CHD is striving into a world-leading energy enterprise and will contribute its power to the goal of securing a decisive victory in building a moderately prosperous society in all respects and achieving the great rejuvenation of the Chinese nation.
