A notice about deepening telecommunications structural reform was released on May 24, 2008.

According to the notice, the basic telecommunication business of China Satellite Communications Co., Ltd. was covered by China Telecom, China Netcom was merged into China Unicom and China Tietong Telecom was incorporated into China Mobile.

With that development, a competition pattern of three telecommunications operators with national network resources, all-business operation capacity and strong competitiveness was formed in China.

The pattern improved allocation of telecommunication resources and optimized the competitive structure of the telecommunication industry.

The State-owned Assets Supervision and Administration Commission of the State Council (SASAC) had set independent innovation as an index to assess the performance of the operators and had scientifically and reasonably set up indicators for telecommunications enterprises' business and network construction.

In addition, SASAC had deepened telecommunication structural reform to form a balanced competition pattern, improve independent innovation capacity and competitiveness and support the healthy and coordinated development of the telecommunication industry.
