CHD Supports Poverty Alleviation through 'Project Plus Industry' Mode

China Huadian Corporation Ltd. (CHD) has applied its range of advantages in the power industry to help extremely poor areas get rid of poverty by promoting industrial development through projects.

Improving material and social foundations with project construction

China Huadian Engineering Co., Ltd. and Guodian Nanjing Automation Co., Ltd., both subsidiaries of CHD, built a 500 kW photovoltaic (PV) power project in a village of Wuqia county, Northwest China's Xinjiang Uygur autonomous region, which was intended to support poverty alleviation through the PV industry.

The largest PV power plant of its kind in Kizilsu Kirghiz autonomous prefecture, the project is the first of the second group of PV power plants for poverty alleviation under China's 13th Five-Year Plan (2016-20) to start operation.

It brings about 600,000 yuan ($85,021.96) of income for the village annually.

In Southwest China's Tibet autonomous region and Sichuan province, Huadian Jinsha River Upstream Hydropower Development Co., Ltd. built a large-scale renewable energy source demonstration base combining solar and hydro power which has a total installed capacity of 30 million kW.

The company has invested 21.5 billion yuan in the project since 2015 and paid 800 million yuan of tax to the local government.

During the construction, 4.3 billion yuan was invested in building five roads with a total length of 241 kilometers, which benefited 22,500 local residents.

In addition, 695 local people were recruited to construction work on the project and some transport and supporting engineering tasks were contracted to local people.

The largest power project for domestic consumption in construction in Tibet was contracted by CHD's branch in the region. The company has invested 3.78 billion yuan and created nearly 70 million yuan of tax for the local government.

More than 250 long-term jobs were provided for local residents and over 400 local people were recruited for the construction. By the end of 2017, 338 people from 135 poor households had escaped poverty thanks to the project.

Stimulating internal force with industrial development

CHD's subsidiaries sent employees to villages and helped them develop local industries. 

For example, the Tibet subsidiary of CHD's employees at Bogong and Waichong villages in Tibet helped villagers build wood carving workshops as well as breeding and plantation farms to develop relevant industries. The industries now bring villagers more than two million yuan in profits annually.

The poverty alleviation team of CHD's subsidiary in Xinjiang initiated a mode to integrate fruit and vegetable growing, industrial park and satellite workshops as well as pigeon breeding and rural cooperatives to revitalize local industries.

At the same time, the team also inspired entrepreneurship and encouraged rural laborers to work for the industries.

Huadian Jinsha River Upstream Hydropower Development Co., Ltd. also invested 43.8 million yuan in eight villages of seven towns to help the poor households start such special industries as local peppercorn plantations and cow and sheep breeding.

Driving skill training and education charity events were also organized by the company in its targeted poverty alleviation villages which eliminated poverty by the end of 2019.

Other subsidiaries of CHD also explored varieties of modes including "corporation + subsidiaries + base + peasant household", "cooperative + peasant household + volunteers" and "internet + cooperative + herdsmen" to support poverty alleviation on the basis of developing unique industries and widening market channels as well as improving output.
