CHD Supports Poverty Alleviation by Increasing Employment

For China Huadian Corporation Ltd. (CHD), work resumption of major projects is seen as an opportunity to increase recruitment of and offer technical training to migrant workers to boost poverty alleviation, particularly after necessary pandemic prevention and control measures are taken. 

Many of the company's projects have helped migrant workers return to their positions and at the same time increased recruitment of more people in poor rural areas who were not able to hunt for jobs during the outbreak of the COVID-19 pandemic.

CHD is now recruiting people in extremely poor areas near its large-scale renewable energy bases at the upstream of the Jinsha River in Southwest China and offering them technical training courses.

So far this year more than 700 local migrant workers have joined in the construction projects of four hydropower plants. With a total local staff of over 5,000 the projects have created nearly 300 million yuan ($42.37 million) in worker income.

It is estimated that the renewable energy base construction in the Jinsha River upstream region in Sichuan province and the Tibet autonomous region can also promote industrial output of more than 700 billion yuan.

CHD's Goupitan power plant in Guizhou province has provided more than 200 jobs for some small-scale infrastructure construction projects for local poor families since the resumption of work.

According to the company, the power plant will recruit some poor residents of CHD's designated poverty alleviation regions and villages near the plant and offer them technical training to help them and the areas generally to escape poverty.

CHD branch in Sichuan has focused on relieving employment and entrepreneurship of migrant workers impacted by the pandemic.

The company recruited over 70 migrant workers and more than ten people from poor families this year and indirectly created more than 700 jobs for migrant workers staying in their hometowns by local purchasing of construction materials including gravel and cement.

CHD branch in Xiangyang of Central China's Hubei province is using its combined heat and power generation project to promote local employment.

The company has helped more than 200 migrant workers in steel fixing, carpentry and concreting positions return to work and another 300 local migrant workers are planned to be recruited for the project.

Work resumption of CHD’s wind farm project and thermal engineering in Henan province recruited more than 400 local migrant workers with experience in welding, pipeline installation, construction and mechanics work.

The four power plants operated by CHD branch in Henan are now in smooth operation with over 1,000 migrant workers providing support in machine operation and maintenance.

More than 2,600 migrant workers have joined in the construction of three power supply projects in South China's Guangdong province since pandemic prevention and control measures were taken

Similar recruitment modes are also in play in CHD projects in Jiangsu and Anhui provinces.

Some projects are already in operation although still under construction; others are newly completed and in full swing and will also contribute to creating jobs for poverty relief.

CHD's branch in Hebei province accelerated regional transformation and upgrading by promoting construction of clean energy projects. So far, five projects have resumed production.

Among them, two building-style comprehensive fuel gas distributed demonstration projects based on a combined cooling, heating and power system have fully resumed construction with nearly 400 migrant workers participating.

Another three 550,000 kW wind farm projects aiming to stabilize power supply and prices are to recruit more than 320 people from poor villages and counties in affected areas.

According to the company, the five projects are expected to provide another 120 jobs for nearby villages once in operation.

In addition to the air cooling unit heating project already in construction, CHD branch in Ningxia Hui autonomous region is working on technical renovation of some previous projects which will offer more than 400 jobs for local migrant workers and poor families.

CHD highly values co-development of project construction and employment. Nearby village human resource information is often collected in the early stages and recruitment information is released according to the job-hunters' demands.

Technical training is also given to improve employees' work capacity, which benefits construction quality and helps improves workers' competitiveness for other jobs.
