The reform plan of civil aviation management, launched on Mar 4, 1987 with the approval of the State Council, established six major aviation companies, namely Air China in Beijing, China Eastern Airlines in Shanghai, China Southern Airlines in Guangzhou, China Southwest Airlines in Chengdu, China Northwest Airlines in Xi’an and China Northern Airlines in Shenyang.
All these aviation companies were founded on the aviation management of their base cities. Implementing a general manager accountability system and independent accounting, they all have the ability to negotiate and sign contracts with foreign aviation companies, travel agencies and freight forwarders.
