Hao Peng, Party Secretary of the CPC Committee of State-owned Assets Supervision and Administration Commission of the State Council (SASAC) and Chairman of SASAC, attended the opening ceremony of the 2nd China International Import Expo (CIIE) on Nov 5, 2019 and addressed the Chinese-Foreign Enterprise Cooperation Forum on Nov 6.
At the forum, Hao stressed President Xi Jinping's speech at the 2nd CIIE opening ceremony should be studied in an in-depth manner and called for acting on its spirit. He urged efforts to push central SOEs to promote reform, development and innovation through opening-up and deepening pragmatic cooperation with enterprises from other countries to realize mutual development. These efforts is to make greater contribution to the stakeholders of enterprises, the growth of global economy and the well-being of all people around the world.
Themed on "Opening for Cooperation, Innovating for Development", the Chinese-Foreign Enterprise Cooperation Forum was hosted by SASAC.
The forum, presided by Ren Hongbin, head of CIIE Central SOE Trade Mission and Vice Chairman of SASAC, was also attended by Ying Yong, Deputy Secretary of the CPC Shanghai Municipal Committee and Mayor of Shanghai, and Mukhisa Kituyi, Secretary-General of United Nations Conference on Trade and Development (UNCTAD), and Shu Yinbiao, President of International Electrotechnical Commission and Chairman of China Huaneng Group Co., Ltd.

Hao pointed out that President Xi's speech at the opening ceremony elaborated on three proposals which are to build an open world economy through cooperation, with innovation and for mutual benefits, announced five major measures regarding continuously promoting China's opening-up, and further illuminated the country's initiative to promote a new round of high-level opening-up, deepen international cooperation on constructing the Belt and Road and jointly build an open world economy. The speech provided direction and guidance for further opening-up, which is inspiring and exciting.
Compared with the 1st CIIE, central SOEs have further strengthened cooperation with foreign enterprises and plan to reach a series of purchase agreements, keep expanding their circle of friends, cooperate in supply chains and push forward deep integration of industrial chains. In his speech, Hao expressed his welcome to enterprises for all countries to join in and share opportunities brought by Chinese central SOEs' reform and development.

According to Hao, SASAC will actively encourage and support Chinese central SOEs to join hands with foreign enterprises, adhere to opening-up and cooperation, seek the "biggest common denominator" for cooperation based on the principles of self-willingness, equality and mutual benefits, expand the conjunction of interests for win-win cooperation and make the market cake bigger.
The central SOEs should continue to follow opening-up and innovation, increase exchanges of scientific and technological talents and culture as well as construction of joint laboratories and technological parks, work with other parties to explore new technologies and new business forms and modes to strengthen energetic development, said Hao.
SASAC also encourages central SOEs to continue to insist on openness and joint contribution. Setting the Belt and Road Initiative as a key, SASAC encourages central SOEs to join hands to promote major projects with positive and comprehensive benefits and strong driving force, and build large-scale industrial parks with good cluster effects. In project construction, all parties should take full advantage of their strengths to ensure the success of these major projects.
Central SOEs should adhere to openness and sharing, participate in international exchange events and build high-level cooperation platforms to realize friendlier and more stable cooperation. All parties should unite to lay a solid foundation for cooperation mechanisms, increase vitality for sustainable development and ensure achievements benefit all countries and their people.

At the forum, entrepreneurs from China and other countries held talks on a wide range of topics. Xu Liuping, Chairman of China FAW Group Co., Ltd., Liu Shaoyong, Chairman of China Eastern Air Holding Co., Ltd., Liu Qitao, Chairman of China Communications Construction Company, Tong Jisheng, Chairman of Oriental International (Holding) Co., Ltd., Christian Walti, CEO of Starrag Group and Alexa Dembek, Senior Vice President of DuPont had a deep discussion on "Opening for Cooperation, Innovating for Development". Some central SOEs signed import agreements with foreign partners.
During the 2nd CIIE, Hao visited business exhibition areas and booths of enterprises invited by central and local SOEs, held conversations with heads of the exhibitors. He said that central SOEs are striding forward for high-quality development and hoped these enterprises seize the cooperative opportunities to strengthen exchanges and cooperation with central SOEs to realize complementarity and mutual benefit.
He also inspected SinoPharm Shanghai Techwell Biopharmaceutical Co., Ltd. and learned about its production management, technological innovation and Party construction in detail.
