Chinese central SOEs work to promote regional development in Beijing-Tianjin-Hebei

During a seminar held on Feb 26, 2014, the integrated development of the Beijing-Tianjin-Hebei region (Jing-jin-ji) was identified as a major national strategy by President Xi Jinping, marking the historic milestone for Jing-jin-ji area's development.

After five years' development, the region has achieved great success in areas such as transportation, technology innovation and ecological management with the help of Chinese central SOEs.

China Electronic Technology Group Corporation (CETC): building intelligent city with Xiongan New Area

Xiongan New Area in Hebei province, expected to take off as the country's new growth engine, was set up in April 2017 by the Central Committee of the Communist Party of China and the State Council.

CETC, a pioneer in China's electronic information industry, signed a strategic cooperation framework agreement with Xiongan New Area in March 2018 to discover a new management model of intelligent cities and promote mutual cooperation and innovation in the commercialization of research findings.

CETC was expected to apply advanced technologies to modernize local management systems and develop governance capabilities to elevate its operating efficiency.

By introducing the advantaged resources of CETC into Xiongan, research institutions in fields such as cyberspace security were encouraged to settle down in the area to boost local innovation and development.

China National Petroleum Corp (CNPC): upstream and downstream companies cooperating to serve regional economic development

CNPC has been giving full play to the collaboration between its upstream and downstream companies to promote the economic development in the Beijing-Tianjin-Hebei region.

The fourth branch of the CNPC Bohai Drilling Engineering Company Limited, a specialized petroleum engineering technology service company, has begun construction of a geothermal heating project in Xiongan New Area, which made the company as the first CNPC's subsidiary to engage into the geothermal heating field in the region.

A branch of CNPC in the North China is the only refinery company providing aviation fuel for Beijing Daxing International Airport, which is expected to be put into operation in September 2019.

Tangshan LNG terminal, since its initiation in 2013, has been providing liquid natural gas for the last five winters and has transported over 10 billion cubic meters of LNG. It has become an important and reliable gas source in North China and contributed to the blue sky plan of the area.

CNPC's sales company in Hebei is devoted to the construction of Xiongan New Area, establishing a branch in Xiongan in August 2017. A high-quality and intelligent petrol station was also set up.

In 2018, a connection construction for pipelines in key areas was launched by the National Energy Administration. In Tianjin, the Dagang Oil Field of CNPC was designed to connect with LNG pipelines of Sinopec and China National Offshore Oil Corporation (CNOOC). As an important gas transport hub, the Binhai Distribution Center in Tianjin is now able to offer LNG to areas such as Beijing, Tianjin, Hebei and Shandong and make adjustments to reflect the different gas sources.

China Huadian Corporation Ltd (CHD): adjusting to local conditions to reduce coal usage

Since the launch of the integrated development of the Beijing-Tianjin-Hebei region in 2014, CHD has been looking at making innovations in applying intelligent power systems to reduce coal usage.

Huadian Water Engineering Company Limited won the first bid for environment management in Xiongan New Area in June 2018, marking a major breakthrough in Xiongan's river ecological restoration.

As the representative of clean energy generation companies, CHD signed a power purchase agreement with State Grid Electric Power Company in Beijing and Jibei to offer totally clean energy generation for venues of the 2022 Winter Olympics on Jan 30, 2019.

In addition, the Hebei branch of CHD has adjusted measures to local conditions to use LNG or electricity in place of coal. The first heavy-duty gas turbine in Hebei constructed by Shijiazhuang Pyroelectricity Limited is expected to be put into operation in the near future, and is designed to reduce the emission of coal smoke and sulfur dioxide.

In 2019, more than 20 clean energy projects conducted by CHD in the Beijing-Tianjin-Hebei region will start operations to bring back more blue sky to the area.

State Development and Investment Corp (SDIC): providing superior financial service for integrated development of the Beijing-Tianjin-Hebei region

A fund for scientific and technological achievements was set up by SDIC to support research and development of products in strategic emerging industries and implementation of projects in the Beijing-Tianjin-Hebei region, which has invested in a group of high-quality projects such as Cambricon, a pioneer in intelligent core manufacturing.
SDIC took the lead in establishing investment funds for national emerging industries, traditional industries and advanced manufacturing industries, investing projects such as Cangzhou Four Stars Glass Co Ltd and CanSino Biologics Inc. An additional fund for water environment was also set up.

SDIC's subordinated companies such as Essence Securities, SDIC Taikang Trust, Co Ltd and China National Investment and Guaranty Corporation have provided superior financial services for integrated development of the Beijing-Tianjin-Hebei region.

China Railway Construction Corporation Limited (CRCC): bringing back a good environment in Beijing-Tianjin-Hebei region

China Railway 22 Bureau Group Co Ltd, the first Chinese central SOE to settle down in Xiongan New Area, was set up in April 2017, only two months after the establishment of the area. Offices of CRCC's subordinate companies such as China Railway 11 Bureau Group Co Ltd and China Railway Construction Bridge Engineering Bureau Group Co Ltd have been set up in the area in succession.

China Railway 22 Bureau Group Co Ltd, set up in April 2017, was the first Chinese central SOE to settle down in Xiongan New Area.

CRCC also signed a labor contract with the Rongcheng government in Xiongan to accept 5,500 local building workers, making CRCC a main force in the labor market.

In November 2017, China Railway 18 Bureau Group Co Ltd won the bid in an afforestation project in Xiongan named "Qian Nian Xiu Lin" (Forests that maintain green forever).

Apart from forest planting, China Railway 18 Bureau Group Co Ltd has signed framework agreements for strategic cooperation separately with scientific research institutions and universities to carry out cooperation in areas such as flood control regulation, water diversion irrigation and water pollution control in Baiyangdian Lake, known as the kidney of North China, the largest freshwater lake in that area.

Beijing-Xiongan Intercity Railway, construction of which started from February 2018, was the first major infrastructure project in the Beijing-Tianjin-Hebei Coordinated Development Plan and is expected to reduce travel time from Xiongan New Area to Beijing to 30 minutes. The part of the construction undertaken by China Railway 19 Bureau Group Co Ltd covers a total length of 13.8 kilometers, and includes several technical key points.

China Communications Construction Company Ltd (CCCC): deeply participating in the management of transportation, ports and basins in the area

Part of the Beijing beltway from Tongzhou to Daxing was opened in August 2018 with a total length of 38.2 kilometers. The beltway, constructed by China First Highway Engineering Company Ltd and CCCC's Road and Bridge International Co Ltd, applies the standard of a two-way, six-lane super highway with a designed driving speed of 120 kilometers per hour.

As an important project in the integrated development of the Beijing-Tianjin-Hebei region, the operation of the beltway will enhance transportation between Beijing and its surrounding areas such as Hebei and boost economic development of areas alongside the beltway.

The tunnel going through Juyongguan on the Beijing-Zhangjiakou high-speed railway covers 3,044 meters in length and was constructed by CCCC First Harbor Engineering Company Ltd. It opened in September 2018, showcasing the latest achievement of China's high-speed rail line construction.

The yard automation project at Tangshan Port in Hebei, being the forth automatic port constructed by Shanghai Zhenhua Heavy Industries (ZMPC), will help future regional development once operational.

Moreover, CCCC has also participated in other construction projects such as watershed management, afforestation and sewage treatment.

China Energy Engineering Group Co (CEEC): constructing high-quality projects

In the past five years, CEEC has been devoted to provide clean energy for regional economic and social development.

Four gas thermal power centers, built in Beijing and designed by CEEC, are now in operation, making Beijing the first city in China relying only on clean energy power generation.

The Electric Power Planning & Engineering Institute (EPPEI) of CEEC has conducted planning research on energy development in Xiongan New Area since August 2017 to turn the energy system in the area into a first-class demonstration of world-level technology. The research is expected to provide a new model for the construction of energy systems in modern cities.

China Railway Materials Group Corporation (CRMSC): supporting infrastructure construction in the area

CRMSC has provided high-quality services such as offering bidding agencies, material supply and operations maintenance for infrastructure construction in the area including the Beijing Daxing International Airport, the Beijing-Xiongan Intercity Railway, the Beijing-Tangshan Intercity Railway and the Beijing-Binhai Intercity Railway.

China Tower Corp: elevating people's communication experience

China Tower Corp has pushed forward major information infrastructure construction projects and made full use of its towers to place over 1,000 monitors of PM 2.5. It has also set up about 5,000 point positions to provide environmental monitoring information against stalk burning for environmental protection departments.

China Tower Corp has spent two years expanding the communication network coverage of China's three telecom operators and network signals from Capitek and Justtop in administrative office areas of Beijing's deputy center. It has also improved communication for high-speed trains and metro lines.

Currently, the company is working together with China's three telecom operators to better serve the upcoming major projects in the area such as Xiongan New Area, Beijing's deputy center, Daxing International Airport, Beijing China International Horticultural Exhibition 2019 and the 2022 Winter Olympics.
