Comprehensive Reform at Shekou Industrial Zone

A regulation on rewarding employees and enterprises for over-quota production was released on Aug 1, 1980. Thanks to the regulation's impact construction of the Shekou Port was completed 33 days ahead of schedule.

Implementation of the regulation kicked off comprehensive reform in Shekou area. It was also the prologue of China's reform of the distribution system and the country's turning point from a planned to a market economy.
