Xiao Yaqing addresses SASAC-hosted Chinese Central SOE International Cooperation Forum at the 1st CIIE

During the 1st China International Import Expo (CIIE), the State-owned Assets Supervision and Administration Commission of the State Council (SASAC) on Nov 6 hosted the Chinese Central SOE International Cooperation Forum under the theme of Deepening Cooperation, Expanding Openness, Promoting Enterprise Development through Trade Connectivity.

There were speeches, a dialogue between Chinese and foreign entrepreneurs and a signing ceremony at the forum, where attendees discussed President Xi's keynote speech at the CIIE's opening ceremony and how to further promote future cooperation between central SOEs and other companies.

Xiao Yaqing, Chairman of SASAC, Li Yong, Director-General of the United Nations Industrial Development Organization and Wang Bingnan, Vice-minister of Commerce attended and addressed the forum. SASAC Vice Chairman Shen Ying, who leads the Central SOE Trade Mission consisting of 95 trading groups from central SOEs at the CIIE, presided over the forum.

President Xi's keynote speech profoundly expounded China's propositions in supporting of trade liberalization and economic globalization, announced China's major initiatives to further open up its markets to the world, and demonstrated China's clear position that China's  deepening of reform and comprehensive expansion of opening-up will not stop in the new era, according to Xiao's speech at the forum.

Xiao said President Xi's speech demonstrates the duties and responsibility of China in promoting a higher level of opening-up and building an open world economy and a community of shared future for mankind.

He urged central SOEs to take the lead in implementing President Xi's request and strive to create a first-class and exemplary role in China's all-round opening-up.

He added that central SOEs must take the CIIE as an opportunity to deepen international exchange and cooperation, integrate into the global economy in an all-round way, and work with enterprises from all over the world to create a broader space for development.

Xiao also called for cooperation in building the Belt and Road and more efforts in cooperating with governments and enterprises along the Belt and Road route in various fields such as infrastructure construction, equipment manufacturing, production capacity and scientific innovations, so as to build an all-round and multi-level cooperation layout.

Deepening cooperation in reform and development is emphasized in Xiao's speech. Domestic and foreign enterprises of all types of ownership are welcome to participate in the reform of central SOEs and explore more ways and modes of deep cooperation. They are also welcome to share more of the achievements of central SOEs' reform and development.

Central SOEs should also deepen cooperation in trade exchanges. SASAC supports central SOEs as they further expand imports, encourages them and enterprises from other countries to integrate into each other's industrial and value chains in a market-oriented way and strive to meet the growing market demand of China and constantly enhance their core competitiveness, Xiao noted.

He urged more cooperation in the long-term mechanism and encouraged central SOEs to build more platforms for exchanges, constantly improve understanding and build mutual trust with international counterparts. Central SOEs should jointly put forward ideas and measures for long-term cooperation, establish stable strategic partnerships, fully release the potential of cooperation, and strive for further achievements.

In the dialogue session, Chinese and foreign entrepreneurs, including Mr. Marcin Chludzinski, Chairman and CEO of Polish copper mining company KGHM Polska Miedz SA, Mr. Börje Ekholm, President and CEO of Ericsson Group, Ms. Simone Niven, Corporate Relations Group Executive of Rio Tinto Group,  Mr. Chen Derong, Chairman of China Baowu Steel Group, Mr. Ning Gaoning, Chairman of Sinochem Group & China National Chemical Group, and Mr. Yu Xubo, President of COFCO Corporation exchanged ideas on deepening cooperation, expanding openness and developing trade, showing their willingness to cooperate with each other and realize common development with win-win results.

The signing of contracts between 13 central SOEs and their partners was held, witnessed by Xiao Yaqing, Wang Bingnan, and Shen Ying. They are China FAW Group Co., Ltd. and Volkswagen (China) Investment Co., Ltd.; China Minmetals Corporation and KGHM Polska Miedz SA; NORINCO Group and Iraq’s state oil marketing firm (SOMO); Ansteel Group Corporation Ltd. and Karara Mining Ltd.; China First Heavy Industries and PT. Virtue Dragon Nikel Industry; State Grid Corporation of China and ABB Group; State Power Investment Corporation and Westinghouse Electric Company; China Baowu Steel Group and BHP Billiton Ltd.; China Poly Group and Standard Chartered Bank; China Eastern Airlines Co., Ltd. and Rolls-Royce PLC; China Mobile Communications Group with Ericsson Group and Nokia Corporation; COFCO Corporation and Concordia Agritrading  PTE. Ltd.; China State Shipbuilding Corporation with Carnival Corporation & Plc, Fincantieri S.p.A..

The contracts showed central SOEs' determination to support openness, facilitate trade and increase imports.

About 900 representatives from governments, enterprises and media at home and abroad attended the forum, including more than 200 people from some 50 foreign companies.

At this year's CIIE, central SOEs invited a total of 784 overseas suppliers and planned about 60 forums, launch ceremonies and signing ceremonies. They also contributed to the event by offering services ranging from delivery of exhibits and transportation to power supply and telecommunication.
